Blocknet Proposal Introduction & Guide



Introduction
The Blocknet governance community voting system was implemented when the Blocknet chain reached 86400 blocks. This was the first Superblock creation. The creation, use and distribution of this Superblock will be voted on by the community(service node operators only). New Superblocks of up to 4,320 BLOCK can be created every 43200 blocks or approximately every following month. Submission of a proposal costs 50 BLOCK, which should be added to every proposal's budget to be reimbursed if successful.
For a proposal to pass, it needs to meet the following requirements:
• At the time of the Superblock, 10% of service nodes must have voted.
• At the time of the Superblock, a majority of votes must be in favor.



Writing A Blocknet Proposal For the Forum
Proposals should be submitted to the forum and should use the following, or similarly informative, format:

Title of the topic: Superblock [next superblock #] - Proposal Name Brief description of proposal

• Rationale and further explanation of proposal & background info
• Technical explanation/agenda of feature/proposal (if applicable)
• Teams/person undertaking the work
• Cost assessment
• Fund custodians
• Voting links

By sticking to a similar format your proposal should accurately convey the relevant information, notably: what is being proposed, why it is being proposed, how much it will cost, where the funds will go once created, and links for service nodes to submit their votes.



Submitting A Blocknet Proposal For Voting From the Wallet
After posting the proposal in the forum, follow these steps to enter the proposal in the network for voting:
• Ensure there is a minimum of 51 BLOCK in your wallet to pay for the proposal submission fee. This fee should be added to the proposal amount so that you are reimbursed upon acceptance of the proposal.
• Create a shortened URL using Google's URL shortner: https://goo.gl/ .
• Open wallet and go to Tools > Debug Console. The debug console will open in a new window.
• In the console, type in the following:

TEAMNAME = The team you're part of. Examples: atc, euro, dxtools, testteam
SUPERBLOCK # = What Superblock count is this? Examples: SB 86400 = 1, SB 129600 = 2, SB 172800 = 3
URL = The shortened URL for the proposal link created in the first step. Example: https://goo.gl/RHjWm6
PAYMENT COUNT = Amount of recurring payments will occur for the quantity in [AMOUNT]
SUPERBLOCK BLOCK = The Superblock starting block count. Examples: 86400, 129600, 172800
ADDRESS = Your BLOCK address to receive payments to
AMOUNT = The amount you will compensated upon proposal approval

Full Example:

In this example, a member of the Test Team will be paid out 100 BLOCK starting at Superblock 129600. We know this is the 2nd Superblock due to the "p2". Since the payment count is set to "2", 100 BLOCK will also be paid out at Superblock 172800 automatically. All payments will be sent to the address Bxxxxxxxxxxxxxxxxxxxxxxxxx.
• Wait for 6 confirmations and insert the tx hash at the END of the previously submitted "prepare" command. Example:

• Verify that the proposal has been properly submitted by typing the following command and looking for the proposal submitted:

Submitting A Blocknet Proposal For Voting From the Terminal
Follow the same steps as for voting from the wallet except prepend all command with "blocknetdx-cli".

Voting On A Blocknet Proposal From the Wallet
The process of voting takes place in the Service Node wallet. Follow these steps to see all current proposals:
• Open wallet and go to Tools > Debug Console. The debug console will open in a new window.
• In the console, type in the following:

• The proposal-hash for each open proposal can be seen here. To vote, type the following into the console:

PROPOSAL-HASH = The hash listed for the proposal you are voting for
YES/NO = Your choice for whether you are in support of the proposal

• Hit return and your vote will be registered
• Repeat this process for every proposal you are voting for
